Brazilian legislation regulating television broadcasters does not include Internet Protocol Television (IPTV) and Over The Top (OTT) services, partly because they understand television from the form of transmission, not content. This leaves room for new businesses involving these technologies to function without regulation, demonstrating that current legislation disregards the context of media convergence.Downloads
